Environment Effects Statement
Public comment is invited on the draft Scoping Requirements for the proposed Cannie Wind Farm project environment effects statement (EES).
The Department of Transport and Planning (DTP) has prepared draft scoping requirements to set out the matters to be investigated and documented by the proponent in preparation of the EES.
The Commonwealth determined that the project also requires approval under the Environment Protection and Biodiversity Conservation Act 1999 due to the potential for significant impacts on matters of national environmental significance (MNES). The EES process is accredited to assess impacts on these MNES to inform decisions under the EPBC Act. The draft scoping requirements address relevant matters of national environmental significance: listed threatened species and communities (sections 18 and 18A); listed migratory species (sections 20 and 20A) and the ecological character of a declared Ramsar wetland (section 16 & section 17B).

Have your say on the draft scoping requirements via the Engage Victoria website, which are open for public comment from 27 August 2025 until midnight on 16 September 2025.
All comments received will be considered by DTP during the finalisation of the scoping requirements and will be treated as public documents.
